北京为何不登“老朋友”的建议？

最近中国的“唱红歌”有点邪门，自个关起门来唱还不算，还得找个洋人背书。这洋人名头太小不行，没代表性。正做重庆都督的薄熙来不愧是未来的“中国无产阶级革命家”备选人物，于是将眼光放到了美国外交界“教父”级人物基辛格博士身上。基辛格博士念在与中国发源于文革时期的深厚友情份上，在耄耋之年、不远万里来到中国，并于6月29日现身“重庆中华红歌会”，发表祝辞。与前不久薄督携重庆千人红歌团进京请在京大员现场观看相比，这次的特点是重量级洋人捧场。

中美关系破冰之旅开始于被淹没于“红海洋”的“文革”时期，基辛格博士因此对29日的重庆奥体中心那“一片红色的海洋，红旗招展，党旗飘飘”的景象并不陌生，高兴之下，高度肯定重庆的经济建设成就——“相信当年上海浦东的成功将复制到重庆”，还赞扬了“重庆广大市民唱红歌、读经典、讲故事、传箴言，鼓舞了城市健康向上的精神，是一种有效的爱国主义教育，也给我留下很深的印象。”

薄督的政治经济才能都得到基辛格博士的高度肯定，再加上基氏在中美外交历史上曾起过的重要作用，薄督能请他亲临重庆的唱红歌现场，其潜在的外交才能于此亦可见一斑。至于这颗砝码在行将到来的十八大的政治竞争中起什么作用，那就得靠薄督善加利用了。

不过，基辛格博士更惊人的话语出现在6月25日由北京主办的“第二届全球智库峰会”。尽管基辛格博士一直被北京视为“恩人”，给予极高礼遇，但这次的讲话却没有全文照登，新华社的国际在线只登了一条短消息，称“美国前国务卿亨利•基辛格博士25日在北京表示，世界各国共同应对发展危机应秉承全球化的态度，而中美两国之间的合作伙伴关系是全球化的一个基础。”但是基氏对中国最重要、最有宣传价值的建议却并没能出现在这条消息当中，这条建议直到美国《基督教箴言报》于28日登出，再被译成中文“转内销”，中文读者才有幸看到这条黄金般的宝贵建议。

这条消息大意是：经过二战，美国已成为世界上最大的债权国。1947年，英国外交大臣欧内斯特•贝文对美国国务卿说：“作为最大的债权国，美国现在必须在建立新秩序方面承担领导责任。”由此，美国发起了战后重建的“马歇尔计划”，在20世纪余下的岁月里，美国进入蒸蒸日上的轨道。基辛格博士说，现在，中国也成为世界上最大的债权国，20国集团为何不发起一个“胡锦涛计划”？中国可以与海湾国家一道，从其大量的过剩外汇储备当中拿出一部分，造福全世界。

我猜想，新华社的国际在线不登这条建议，并非是不知道这条建议的“宝贵”，而是这条建议来得实在不是时候。如果这条建议是去年12月之前提出的，所受到的待遇会比今年此时隆重得多。从去年10月中共十七届五中全会之后，中国的内外政策都发生了一些重要的变化。自从主管外交的国务委员戴秉国在去年12月明确表示“中国要取代美国，称霸世界的说法是一个‘神话’”之后，中国高官已多次通过各种途径放话，表示不再争取做世界“老大“了。其中玄机，可参见2011年6月中旬国防部长梁光烈在新加坡对记者有关“什么是解放军应该保卫之核心利益”时的答问。该答问表明，军队保卫的首先是社会主义制度，其次是国家领土主权完整。这等于明确表示，对北京来说，迫于国内政治经济形势，“崛起”之梦已醒，安内重于“攘外”。

上述所有人都是当朝权贵，他们对本朝形势的底蕴当然比外国“朋友”要清楚。这里就不重复那些让中国领导层着急上火的中国社会经济形势了，只谈两点。其一，尽管基辛格以为，中国现在拥有庞大外汇储备、非常富裕，其实中国的当政者非常清楚自己债务缠身，仅地方政府通过各种融资平台借的债务就高达15万亿。国内日均消费低于1美元的人口更是超过1.5亿。二是国内政治经济形势都非常严峻，此时此刻的中国用中共第五代智囊张木生接受共识网主管的采访时的话说，“到了最危险的时候”，危险到什么程度：张说“确实有人这样想，再有一年多就该交班了，下定决心，排除万难，绝不作为，我们现在是抱着定时炸弹击鼓传花”。（其实，形容为”不定时炸弹“更准确）

出于利益考量，北京对“朋友”当然不会谈这些烦心“家务事”，于是基辛格博士仍然以为中国还希望“和平崛起”，便将帮“朋友”进位“世界领导者”当作中共此时的实际需要，才有6月25日在北京的这番建议，对于这位依靠出售智慧的“基辛格联合咨询公司” （Kissinger Associates, Inc.）的门面招牌来说，这次实在是太不清楚老客户此时的真实需求了。

但基氏此番中国之行，不管是在北京还是在重庆，其所言所思却不免让人生叹：英雄暮年，壮心虽在，但宝刀已老，还堪再战江湖否？

    早上给国内的朋友打电话，对方有气无力，说是下了班还要唱红歌太累，刚刚忙完了党庆的红歌会。我说，唱歌不会太累，他说，工作不累，不需要投入感情，唱红歌太累，逼着你投入感情，声情并茂，思想压力很大。想到国庆还会再大搞一次红歌会，更是头大。

    好文！此行看来是老基的滑铁卢啊。廉颇老矣，再不知进退，不及时退隐，恐怕就“晚节不保”，失算丢脸，以至马屁怕错，笑料百出咯。如不慎再陷入北京的权力斗争，从“老朋友”变身“同志”，说不定哪天又成了“反革命”。

    嘿嘿, 基辛格博士在美国政治论坛已经没什么影响力了. 中国政府对待这位老朋友只是尽朋友之道而已, 倒是文章作者还如此看中老人家拿来说事. 颇有点绞尽脑汁的自我意淫的味道…

      AAA，你未来的高级主人薄熙来很看重老基呢。你没看到他那副恭敬样子，你以为请他来中国一趟便宜？包机，出场费用。有那点点，打赏给你的红包都大多了。
      另外，中国每年付给他的咨询费２００多万，既然没影响力了，你的主人脑袋发昏了？发昏的主人养了你这只头脑发昏，只会吠日的忠犬。

    经常看何老师的文章，很多文章可谓入木三分，一语中的。作为经历了中国大多数政治运动的人，我认为中国的问题很多，而且很难解决，其中民族性尤为如此。中国人是怎样的一群人？我想没人能说得清，说等级森严，人民憋屈，但很多人已经习惯了这种禁锢，松开自己好像有散架的恐惧，这种恐惧远胜于对等级的厌恶；说文明古国，悠悠五千年，但民智愚钝，表里不一，甚至没有正义感和羞耻心；说政治改革人人向往，却缺乏有效办法，人心散乱，包括海外民运，好像中国只要通过选举几个人就可以走上康庄大道了…凡凡种种，不一而同，如何解决？我认为只有彻底砸烂，从新来过，除此之外的一切努力只是空谈。

    为什么骗子都喜欢找老人？因为一般来讲，老人知道时间快到，人性中善的一面逐渐占上风(江王八除外），所以，博骗子找上基老。
